full 22 episodes for Season 1 is probably not an indication of network unhappiness with the show, but rather, the notion that it is very expensive and cinematic and premiered later than most other shows. The press release (seen below) says some really great things about the series.

The most recent show (crossover with The Flash) jumped in ratings, but they also setup the show to exist in a parallel universe to the one that The Flash, Arrow and others exist in. That could be a sign that DC wasn’t happy enough with the show/acting/writing/etc and are preparing to kill of the series to restart it fresh in a few years.
