HI all....Couple of questions. I assume the the new head of Lexcorp at the end when she was talking to that girl. She was talking about the Legion of Doom, Correct? And also, who was that girl? Thanx...and yes I know it's spelled wrong. :)

The girl is Plastique but it has not been revealed exactly what Tess is doing other than "recruiting a group of heroes." It could be the Suicide Squad or Legion of Doom or something else from the DC Universe, or something unique to Smallville.

That girl was Plastique, who -in the comics- is part of Lex' Suicide Squad.
