Alright here are the rules. You're at the BBC, pitching your own storyline, and computer technology has come so far that they can now produce one episode of what's considered to be the ultimate doctor who episode. To pitch this, they've stipulated that you need two companions...One female, one male; any doctor, one opponent, and you're allowed to pick one tardis set from any incarnation including the 96 movie. Additional to this, they're allowing you to comission one artist to compose a doctor who title track that uses the already famous signature theme.
You also need to pitch a basic story here, and why those characters specifically.

Mine is almost done!
nine, jack, rose because they have the best chemistry
vs. the clockwork droids- a classic monster is too predictable.
Using the tardis set they have now with more rooms added.
The theme would be done by orbital
it would obviously set in the future as we visit Jack's home century

I'd love to go with 4 but can't see him working with this story. So let's give 8 a chance at some screen time since it's in all likelihood his story anyway.
Opponent:
Daleks. Bear with me though for the premise.
TARDIS:
The 8th's from the movie seeing as it's his.
Theme:
Shirley Bassey. Just imagine her warbling "Doctorrrrr Whooooo" during the current theme's fanfare!
Premise:
It is a period of Time War. Dalek Battleships, striking from a hidden base, have won their first victory against the near-omnipotent Time Lord race.
During the battle, The secret Cult of Skaro managed to steal a secret device that none but the highest Time Lords know about.
Pursued by Time Lord TARDII, the Cult race home with their stolen treasure, hoping that the device they have stolen can save the Dalek race and bring ethnic purity to the galaxy...

So the story would start with the Cult getting back to Skaro and being sent on a special mission by The Emperor with the device they've stolen. The Time Lord council, knowing that the war is going badly start to recall as many rogue Time Lords as possible, in the hope that it could give them an advantage.
The Doctor is recalled (alone), and is tasked with assembling a force of the greatest Time Lords ever known. His first task is to get Romana out of E-Space, who then accompanies him as he goes throughout time finding the Time Lords he needs. Along the way, he finds that certain things are happening to help him, thanks to a mysterious follower who strangely neither the Doctor nor Romana can sense. This of course turns out to be The Master, though the Doctor never sees him.
Once he has the army, The Doctor leads it into battle against the Dalek Emperor's forces, battling at Arcadia and then finally at the Cruciform on Gallifrey - where the Doctor rips out the Time Vortex at the heart of the planet, encompassing it within the Eye of Harmony in his TARDIS. This causes Gallifrey to move back into time, and the planet erupts immediately. As Gallifrey burns, the Doctor's TARDIS is pulled into the void, meaning an Entropy effect occurs that destroys all time-travelling life in the universe...
