Because that's what Clark does, even if he can't find out about the danger, if he knows someone is in danger, he rushes in to save them.

I bet Lionel specified the lead shielding. Not sure if it was to shield Clark from the radiation if he was ever there, or if it was to shield Clark from being able to see inside if he was ever there.
