The cut of the "Previously on" Smallville showed Plastique blowing up her friend, and then showed Lex's truck blowing up. My friend asked if Tess ordered her to blow up the truck, since that's what the order of the clips implied.

I doubt it, but does anyone think this has any merit? Or could come into play next season? RETCON??

I don't think so. The clip of Lex getting blown up, combined with his confrontation with Chloe, was only to remind people that Oliver killed him.
