After seeing "1961", I'm a bit perplexed why the Company would initiate the "One of Us, One of Them" policy. Did I miss something in a past episode? If they wanted to keep their powers secret, why would they be telling normal humans about them? Wouldn't it be safer for only those with powers to run the Company?

the "Human" half of the team is more of a concious (SP?) to keep the "Powered" half of the team in check, morally i would imagine.

With Charles' mental powers and later the Haitian's memory-manipulation ability, they probably assumed that there was minimal risk at trusting a few normal humans with their secret. If those people ever leave the company or betray them, they can erase their knowledge of abilities and/or kill them.
